Why does the county matter more here than anywhere else?

Because Alabama leaves building codes to the counties. State law says a county commission is authorized to adopt building codes for its unincorporated areas, and authorized is not required. No state office inspects a house. So "do I need a permit" has 12 different answers across this footprint, and most of them are not written down anywhere a homeowner would find them.

What is written down, in every county, is the septic rule: the county health department has to approve the lot and permit the system before the house goes up. In the counties with no inspection, that permit is the one piece of paper that decides whether your lot works.

The four things you can check before you sign

1. The septic permit

A soil test first, then an application to your county health department, then a licensed installer. The permit that exists in all 12 counties.

2. The county permit status

Whether your county inspects at all, per that county's own site, with the date we read it.

3. The builder's license

Required over $10,000 in Alabama, with a public lookup. Where a county has no code, the board holds a licensed builder to the 2015 International Residential Code on complaint.

4. The financing path

Questions people ask

Do I need a building permit to build a barndominium in North Alabama?
It depends on the county, and in most of the 12 counties here the answer is that the county runs no building inspection outside city limits. Madison County does inspect. Jackson and Cherokee counties state on their own sites that they do not require building permits outside municipalities. The other nine list no building department on their official sites, and you confirm with the county before you break ground. A septic permit from the county health department applies everywhere.
Who builds my barndominium?
