How to check an Alabama home builder license before you sign
Alabama requires a home builder license for the construction, remodeling, repair or improvement of a residential structure where the cost, including labor and materials, exceeds $10,000. A barndominium clears that line many times over, so every builder who could price your project is required to hold one, and the Alabama Home Builders Licensure Board publishes a public lookup where you can check it in about a minute. In a county with no building inspection, that license and the contract behind it are what stand between you and an unbuilt-to-any-standard house.
When is a license required?
Whenever the cost of the undertaking, including labor and materials, exceeds $10,000. The board's own frequently asked questions state it that way, and the license covers construction, remodeling, repair, improvement or reimprovement of a residential structure. There is no barndominium carve-out and no post-frame carve-out: a residential structure is a residential structure. A shell-only contract for a post-frame home is over the line. A shop with living quarters is over the line.

How do I look one up?
The Home Builders Licensure Board publishes a "Look Up a License" search on its website. Search by the builder's name or company name, and read what comes back: whether the license is current, what name it is issued in, and the license number. Ask the builder for the number before you search, and make sure the name on the license is the name on your contract. A license held by a person does not automatically cover a company that person works for, and a company license does not cover a different company with a similar name.
If the search returns nothing, ask. Sometimes the license is in a different legal name. If the answer is that the license is pending, or that a partner holds it, or that it is not needed for this kind of building, that is the moment to slow down.

What does the license actually cover, and what does it not?
It establishes that the builder has met the board's requirements to contract for residential work in Alabama, and it gives you a place to complain if the work is defective. It is not a guarantee of quality, it is not an inspection, and it does not check the builder's insurance, financial condition or schedule. Those you check separately: ask for a current certificate of general liability insurance sent by the agent, and a written contract with a change-order process and a payment schedule tied to milestones rather than dates.
What standard does the board hold a licensed builder to where the county has no code?
The 2015 International Residential Code. The board has stated that in cities and counties that have not adopted a residential building code, it applies the 2015 IRC as the minimum standard in investigations of work performed under contracts entered after February 13, 2022. Where a local code has been adopted, it applies the local code.
For a North Alabama barndominium this is the key sentence on this page. Nine of the 12 counties here list no building department. In those counties, the board's complaint process against a licensed builder is the mechanism that gives the 2015 IRC any force at all, and it works only if the builder is licensed. An unlicensed builder in a no-inspection county is a house built to whatever standard that person felt like on the day.

What should the contract say about the code?
Name the edition. A sentence that the work will be performed in accordance with the 2015 International Residential Code, or a specific later edition you and the builder agree on, turns the board's after-the-fact standard into a term you can enforce directly. In Madison County, where the county enforces the 2018 IRC with local amendments, name that instead. Either way, do not leave the code to implication.
Two more items belong in the same contract: which party pulls which permits, with the septic permit in the owner's name, and which inspections happen at which stage even where the county requires none, so that a third-party inspection at the framing, rough-in and final stages is a scheduled cost rather than an argument.
Does the county add a license of its own?
Cherokee County does: its zoning page says any paid contractor must obtain a license through the county Probate Office. That is a county business license, separate from the state home builder license, and both apply there. The other counties in this footprint run business licensing through their license inspection or revenue offices; Marshall County's License Inspection office is the example on its official site. Ask the county what it requires of a contractor working outside city limits; it is a quick question and the answer belongs in your file.
